Council worked with residents to develop the Gannawarra Shire 2025-2029 Council Plan and Gannawarra Community Vision 2040.

As part of efforts to develop these documents, Councillors and staff meet with hundreds of residents of all ages across the Gannawarra between December 2024 and February 2025. These conversations helped determine what residents would like Council to achieve during the next four years.

Residents were able to provide feedback regarding the draft versions of both documents during July and August 2025.

What is the Gannawarra Shire 2025-2029 Council Plan?

A requirement of the Local Government Act 2020, the Gannawarra Shire 2025-2029 Council Plan outlines what Council plans to achieve during mid-2025 and mid-2029, and how Council will deliver on these plans.

These achievements focus on three goals identified during the three-month community engagement process - Liveability; Growth; and Sustainability - which are each aligned with strategic priorities that Council will strive to achieve during the next four years.

The Gannawarra Shire 2025-2029 Council Plan also incorporates the Municipal Public Health and Wellbeing Plan. A requirement under the Public Health and Wellbeing Act 2008, the plan outlines how Council will work in partnership with the Victorian Government and other agencies undertaking public health initiatives, projects and programs to contribute to the achievement of the Victorian Public Health and Wellbeing Plan 2023-2027.

What is the Gannawarra Community Vision 2040?

Developed using feedback provided during the engagement process for the Gannawarra Shire 2025-2029 Council Plan, the Gannawarra Community Vision 2040 outlines the Gannawarra's strengths and challenges. The document also highlights the community's top 10 priorities for the next 15 years and a community vision:

"Our community is proud, connected and inclusive, and we actively seek opportunities that enhance lifestyle and liveability.

Gannawarra is growing and is economically diverse, with unique tourism destinations, cultural and natural assets.

We recognise and appreciate the value of the natural environment and how it connects our communities. We are resilient to a changing environment through innovation and collaboration"

How did Council engage with the community during the development of these two documents?

During late 2024 and early 2025 residents were able to outline their thoughts regarding their community's highlights and challenges, safety concerns and what they would like Council to achieve during the next four years via various opportunities. These included:

  • Providing feedback via a five-question survey that could be completed online or via hard copy.
  • Adding details to conversation boards located at various locations across the municipality.
  • Discussing their thoughts at the one of the more than 20 community pop-up sessions held across the municipality. These sessions included gatherings that coincided with community events, community organisation meeetings, Northern District Community Health Social Meals sessions and discussions held at neighbourhood houses.

 

How residents had their say regarding the draft versions of both documents?

Residents were able to have their say regarding the Gannawarra Shire 2025-2029 Council Plan and Gannawarra Community Vision 2040 during July and August 2025 in one of the following ways:

  • By completing a Have Your Say form, which was available online or from Council's Customer Service Centres at Cohuna and Kerang.
  • By emailing Council.
  • By writing to Council.
  • By phoning Council.
