A report regarding the outcome of a three-month incontinence product disposal bin trial at various accessible public toilet blocks across the municipality was the key item of discussion at Gannawarra Shire Council’s September 2025 meeting.

Held at the Kerang Senior Citizens Centre on Wednesday, 17 September, the meeting saw Councillors resolve not to progress with the expansion or continuation of the incontinence product disposal bin program due to excessive contamination and extra costs Council and the community would bear.

The decision followed on from the approval of a recommendation at Council’s February 2025 meeting to undertake a three-month trial involving the placement of incontinence product disposal bins at Cohuna, Kerang, Koondrook and Leitchville.

The trial found consistent contamination and misuse of the bins, resulting in increased service costs and reduced effectiveness.

Meanwhile, residents are encouraged to have their say on Council’s draft Financial Plan 2025/26-2034/35, which provides a 10-year financial projection regarding the impact of implementing some of the actions and aspirations outlined in the draft Gannawarra Shire 2025-2029 Council Plan. This document can be viewed online at www.gsc.vic.gov.au/yoursay and at Council’s Customer Service Centres at Cohuna and Kerang, with feedback accepted up to 5pm Tuesday, 7 October.

Other outcomes of the meeting included:

  • The adoption of the following revised policies – Artwork and Public Art, Councillor Gifts, Investment, Public Interest Disclosure and its accompanying procedure, Procurement and Waste Management.
  • The repealing of the Bus Route Certificates policy;
  • Determining that the election of the Mayor for 2025/26 will occur as part of the November Council meeting, which is being held on Wednesday, 19 November at the Kerang Senior Citizens Centre from 6pm;
  • Acknowledging that Council’s offices will be closed from 2pm Wednesday, 24 December 2025 to Thursday, 1 January 2026 for the Christmas and New Year period, with normal services resuming Tuesday, 2 January 2026. Service changes will be promoted via Council’s website and local newspapers in mid-December;
  • Approving the “in principle” 2025 Financial Statement and “in principle” 2025 Performance Statement; and
  • Endorsing Council’s Corporate Performance Reporting Framework, which ensures that Council complies with current legislation and maintains transparency to the community.

Questions from the public regarding the number of Council staff who live outside of the municipality, recruitment of staff and stormwater drainage improvement within the Cohuna Golf Links Estate were also addressed.
