Confirmation of Council’s opposition compulsory access to, and compulsory acquisition of private land for the construction of VNI West highlighted the final Gannawarra Shire Council meeting for 2025.

Held at the Kerang Senior Citizens Centre on 17 December, the meeting saw the Councillors approve an urgent item of business relating to the VNI West transmission project.

As part of the approved recommendation, Council opposes compulsory access to, and compulsory acquisition of, private land for construction of VNI West, with Council to write to the relevant State Government minister to discuss Councill’s stance, current engagement practices, compensation for impacted landowners and benefits to the municipality.

The meeting also saw Council confirm the dates for Australian Citizenship ceremonies for 2026, with ceremonies to be held on:

  • Monday, 26 January at Atkinson Park, Kerang, as part of the town’s Australia Day celebrations.
  • Monday, 20 April at The Glasshouse.
  • Monday, 27 July at The Glasshouse.
  • Monday, 19 October at The Glasshouse.

All ceremonies will be held from 6pm, apart from the Australia Day ceremony, which will begin at 9am.

Other outcomes of the meeting included:

  • Receiving and noting the summary of the discussions at the Audit and Risk Committee held on 12 November 2025, as well as noting the Audit and Risk Committee’s Biannual Report and Evaluation.
  • The awarding of the $481,001.45 tender for the Gannawarra Central Landfill – Cell 3 capping to Ward Bros Earthmoving (Aust) Pty Ltd.
  • Confirmation that Council will be the lead agency for the planning, coordinating and delivery of projects as part of the Koondrook and District Local Development Strategy, including applying for applicable funding. A report regarding the status of the Koondrook and District Local Development Strategy, including estimated costs to Council for implementing all projects listed in the document, will be presented to Council at a later meeting. 
  • Adoption of the Community Engagement Strategy 2026-2030.
  • Adoption of the Domestic Animal Management Plan 2026-2029.
  • Adoption of the following revised policies – Dogs and Cats – Designated Areas and Trees.

The meeting was also the final Council meeting to be held at the Kerang Senior Citizens Centre, with meetings to move to The Glasshouse from February 2026.
