The ‘in principle’ approval of Council’s 2022 Financial Statements and 2022 Performance Statement was the highlight of Gannawarra Shire Council’s September 2022 meeting, held on 21 September at the Kerang Senior Citizens Centre.

One of Council’s major annual reporting tasks, the statements will be reviewed by the Victorian Auditor General’s Office, with the final versions of each statement to feature in Council’s 2022 Annual Report.

Other outcomes from the meeting included:

  • The delegating of powers, duties and functions to Council staff holding, acting in or performing the duties of the officers or positions referred to in the Instrument of Delegation to members of Council Staff;
  • Acknowledgement that Council’s offices will be closed during the Christmas/New Year period from 2pm Friday, 23 December 2022 through to and including Monday, 2 January 2023;
  • Delaying the adoption of the Domestic Animal Management Plan 2022-2025 for one month to consider additional feedback received during the community feedback process;
  • That Council requests the Principal Councillor Conduct Registrar to appoint an arbiter to make findings in relation to certain allegations concerning Cr Garner Smith's recent social media posts concerning a video involving a well-known AFL footballer; namely that the social media posts breach the Standards of Conduct set out in Schedule 1 of the Local Government (Governance & Integrity) Regulations 2020; and
  • That Council writes to Minister of Treaty and First Peoples, requesting that the consultation period regarding a proposed ongoing protection declaration at Kow Swamp be extended for three months and a public community meeting be held before a decision is made.
