1. Kangaroo Lake - 24-25 February 2018

Ski Racing Victoria - Point Score 4 event

Notice is hereby given that Kangaroo Lake will be closed to the public between the hours of 6.00 am to 6.00 pm Saturday 24 February 2018 and 6.00 am to 6.00 pm Sunday 25 February 2018.

The purpose of this lake closure is for the Ski Racing Victoria Point Score Race 4 event. Any enquiries may be directed to the Kerang Office on telephone 5450 9333.

DECLARATION OF BOATING ACTIVITY EXEMPTION

Gannawarra Shire Council, as the declared waterway manager for the waters of Kangaroo Lake under the Marine Safety Act 2010 (Act), makes the following declaration under Section 203(3) of the Act. For the purposes of the boating activity by Ski Racing Victoria at Kangaroo Lake vessels and persons participating in the Ski Racing Victoria Point Score 4 event are exempt from:

1. The requirements to operate a vessel at a speed not exceeding 5 knots within 50 metres of a person in the water, as detailed in Clause 2(a) of the Notice under Section 15(2) of the Marine Act 1988 (Vic);

2. The requirements to operate a vessel at a speed not exceeding 5 knots within 50 metres of another vessel, as detailed in Clause 2(c) of the Notice under Section 15(2)of the Marine Act 1988 (Vic);

3. The requirements of Regulation 96 (5) of the Marine Safety Regulations 2012, in respect to the requirement to carry a bucket with lanyard (Competitors vessels only).

4. The requirements of Clause 140.9(a) of Schedule 140 (Kangaroo Lake) in relation to the area prohibited to vessels (provided all vessels maintain a speed that minimises wash when in this area).

5. The requirements of Regulations 96(6), 100(3), 101(3), 103, 104(1) and 104(2) of the Marine Safety Regulations 2012, in respect to the requirement to carry and wear a PFD for persons on board a vessel, requirement for persons being towed to wear a PFD, and requirement for master to ensure PFDs are worn.  This exemption only applies to competing vessel occupants wearing a Lifeline Comp Vest PN170, and water-skiers wearing a Ski Racing Australia approved buoyant wetsuit.

The exemptions apply from 6.00 am to 6.00 pm on Saturday 24 February and 6.00 am to 6.00 pm Sunday 25 February 2018, provided that the stated safety controls and undertakings detailed in the Event Application and associated documentation are adhered to.

NOTICE OF BOATING ACTIVITY EXCLUSION ZONE

In accordance with Section 208(2) of the Marine Safety Act 2010, Gannawarra Shire Council hereby gives notice that all persons and vessels not registered to take part in the Ski Racing Point Score 4 event , are prohibited from entering or remaining in the waters of Kangaroo Lake from the Kangaroo Lake Caravan Park end to Scantleton Road (lat 35deg 587.317 south long 14deg 762.283 east) to a point directly across the Lake (lat 35 deg 587.178 south Long 14 deg 762.283 east), between 6.00 am to 6.00 pm on Saturday 24 February and 6.00 am to 6.00 pm on Sunday 25 February 2018.

Gannawarra Shire Council has determined that this activity exclusion zone is a necessary measure to ensure the proposed activity can occur in the safest possible manner.

2. Gunbower Creek (Cohuna) - 4 March 2018

Cohuna Lions Club – Bridge to Bridge event

Notice is hereby given that Gunbower Creek (from Daltons Bridge to Township Bridge) will be closed to the public between the hours of 9.00am to 1.00 pm on Sunday 4 March 2018.

The purpose of this closure is for the Cohuna Bridge to Bridge event.

DECLARATION OF BOATING ACTIVITY EXEMPTION

Gannawarra Shire Council, as the declared waterway manager for the waters of the Gunbower Creek under the Marine Safety Act 2010 (Act), makes the following declaration under Section 203(3) of the Act. For the purposes of the Cohuna Bridge to Bridge Event conducted by Cohuna Lions Club on the Gunbower Creek, vessels and persons participating in the Bridge to Bridge event are exempt from:

  • The requirements of rule 73.4 of Schedule 73 for the purpose of clause 9(1) (Gunbower Creek) in relation to the area prohibited to vessels (provided all vessels maintain a speed that minimises wash when in this area);
  • The requirements of rule 73.6 of schedule 73 for the purpose of clause 10(1)(Gunbower Creek) in relation to the area prohibited to vessels with engines. (provided all vessels maintain a speed that minimises wash when in this area);

The exemptions apply from 9.00am to 1.00 pm on Sunday 4 March 2018, provided that the stated safety controls and undertakings detailed in the Event Application and associated documentation are adhered to.

All persons and vessels not registered to take part in the event are prohibited from entering and remaining on the waters of Gunbower Creek from Daltons Bridge (-35.826, 144.271) to the Cohuna Township Bridge. (-35.80977, 144.222)

PUBLIC NOTICE
DECLARATION OF BOATING ACTIVITY EXEMPTION

Gannawarra Shire Council as the declared waterway manager for Lake Charm, makes the following declaration under section 203(3) of the Marine Safety Act 2010.

For the purpose of conducting the Victorian Outboard Club’s Archer Eade Memorial event on the waters of Lake Charm on Saturday 17 March 2018 between 6:00 am to 6:00 pm, the masters of rescue and competing vessels are exempt from:

1.            The requirement to operate a vessel at a speed not exceeding 5 knots within 50 meters of another vessel – Clause 2(c) of the Notice;

2.            The requirement to not operate a vessel within the area prohibited to vessels north of Boat Launching Ramp No.2 – Clause 139.9(b) of Schedule 139, provided all vessels maintain a speed that minimises wash when in this area;

     Masters of Competitor vessels during the event only:

3.            The requirements to carry and to wear a PFD Type 1, PFD Type 2, PFD Type 3 – Regulation 96(6) and 100(3) of the Marine Safety Regulations 2012, competitors only with a reinforced cockpit, provided they wear an APBA approved PFD; and

4.            The requirement of Restricted Marine Licence holders to operate a vessel at a speed not exceeding 10 knots – Regulation 44(2)(b) of the Marine Safety Regulations 2012. This exemption only applies to Formula Future competitors in the:

  • J1 Class, provided they are over 12 years of age and do not exceed 19 knots;

  • J2 Class, provided they are over 12 years of age and do not exceed 33 knots; and

  • J3 Class, provided they do not exceed 40 knots.

    Masters of Rescue vessels when undertaking rescue activities only:

5.            The requirement to operate a vessel at 5 knots within 50 metres of a person in the water – Clause 2(a); and

6.            The requirement to operate a vessel at 5 knots within 50 meters of the waters’ edge – Clause 3(a).

EXEMPTION CONDITIONS

  • The masters of rescue vessels are exempt from items 1, 5 and 6 when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore.

  • The exemptions apply for the duration of the event provided the stated safety controls and undertakings detailed in the Event Application and APBA Rule Book are adhered to.

Competing APBA vessels hold a standing exemption from the requirement of Regulation 96, the carriage of certain safety equipment.
